PASS Framework Procurement Manual & Strategy Guidance

Make this year the year you get your organisation’s procurement manual totally up to date. Unless you’re really on the ball, the chances are that with all the changes in public procurement your existing documentation is out of date.

To check, ask yourself if it addresses:

  • The Freedom of Information Act and its impact upon public procurement
  • The new Consolidated EU Procurement Directive
  • The latest guidance on the operation of framework agreements, e-tendering, e-auctions and e-procurement
  • The EU’s guidance on environmental and social issues in procurement
  • Government initiatives which have an impact upon public procurement, such as Best Value,Wider Markets and Partnering
  • The latest guidance on gateway reviews, project management, risk allocation, small and medium-sized enterprises and intellectual property rights.

The PASS team has developed a framework procurement manual and strategy guidance which addresses all these issues, as well as all the standard processes and practices involved in compliant procurement.

CAPS Service

The public sector’s guardian through the EU Public Procurement Process

BiP is also able to offer public bodies the opportunity to draw on the PASS Team’s extensive current EU procurement process knowledge, as and when required, through subscription to BiP’s new Contract Administration & Process Support (CAPS) helpline service.

Even public sector personnel responsible for compiling EU Procurement Directive-compliant notices for publication within the OJEU (formerly known as OJEC) find it a difficult process to understand. With the OJEU forms radically altered, and a new EU Consolidated Procurement Directive on its way, the difficulties faced by procurement personnel will, without
doubt, increase over the coming months.

BiP’s PASS Team have been providing advice and guidance on public procurement and how to complete OJEU-compliant forms for many years and have a knowledge of the requirements second to none, not least because BiP’s Project electronic contract notice creation service is used by over 1000 public sector procurement professionals.
